For more than half a century, the Constitutional Limitation of Foreign Ownership whether land or other property rights has caused restrictions in economic growth and foreign investments in the Philippines. The citizenship requirements have forced foreign companies to shut down their plants and factories in the Philippines because of the expensive cost of lease on private lands. Potential foreign investors were discouraged to invest because of the capitalization requirements under Constitution and other pertinent laws. In order to be more competitive in the global economic crisis and to optimize the growth of the Philippines as among the emerging and developing economies, certain changes must be made in the "National Economy and Patrimony" and "General" provisions of the present constitution thus the need for Constitutional amendments.
