Summary:This case presents the reforms and innovations made in Bukidnon’s health system, which started during the term of Gov. Jose Maria R. Zubiri, Jr. These reforms led to the success of the province’s health care programs by providing access to health care services and transforming hospitals and health stations into ‘economic enterprises.’ It highlights how the program started and the opportunities present in the external environment which provided the foundation for reform. It also presents the challenges encountered in implementing the program, the actions taken in response to those challenges and the innovations made to improve health service accessibility. The lessons learned by the program’s key players are also discussed.
