Summary:This paper describes a decision analytic framework to assist stakeholders in systematically providing inputs to the development of a water quality management strategy for Moreton Bay. With assistance from a decision analyst, stakeholders will collectively define and structure the decision problem, then proceed individually with the rest of the analysis. The problem confronting a stakeholder may be viewed as deciding what combination of management proposals to recommend. given the available scientific information. To approach this problem, a stakeholder will be guided through a portfolio decision analysis. The ultimate result would be the identification of a portfolio of proposals that is consistent with the values of the stakeholder and the available scientific information. The process is expected to generate insights on the values of stakeholders. the scientific information necessary to evaluate alternatives for water quality management, and the features of desirable alternatives.
