Summary: | PBSP is currently implementing the Strategic Private Sector Partnerships for Urban Poverty Reduction Program or STEP-UP, an expansion of the Area Resource Management Program in the National Capital Region. The STEP-UP aims to improve the lives of 5,823 urban poor households in 23 selected communities in 8 cities in Metro Manila. This will be achieved through the implementation of five major components: (i) partnership building; (ii) livelihood development; (iii) house construction/upgrading; (iv) community infrastructure; and (v) risk reduction and management. In Malabon, the STEP-UP is being implemented in Letre, Barangay Tongsuya where FLOVIHOMES Phases I and II are located. Combined population in the two sites is estimated at 420 poor households or 1,749 individuals. The FLOVIHOMES PHASE I HOA was formed and duly registered with HIGC in 1997. Through the government's Community Mortgage Program (CMP) and with the assistance of the National Housing Authority as originator, the HOA and its membership of 196 households satisfactorily complied with all CMP requirements and eventually acquired in September 2003 the land with an area of 5,665 sq. meters. Lacking in organizational and project management capabilities, the FLOVIHOMES PHASE I HOA was not ready to implement infrastructure, housing and livelihood projects when STEP-UP came in. PBSP had to strengthen the HOA first; and provided them with opportunities to manage cooperative activities such as land filling, clearing existing roads and alleys of obstructions, extended roofs and frontage, and construction of a multi-purpose center through which management systems and policies were evolved and leadership developed. On the other hand, house structures needs upgrading. Also, the lot sizes were considered during the take out process to have humane and livable area to informal settlers. Existing housing structures in the area are single type, apartment and duplex with 92.5%, 6.7% and .8% respectively. Of the existing housing structures, 74.7% are made up of strong materials while 24.5% are made up of salvaged and light materials. The floor area ranges from 15 to 29 sq.m with 24.5%, less 14 sq.m with 39.4%, 30-39 sq.m with 8.9%, and over 50 sq.m with 2.7%. If given a chance to avail housing loan assistance, 64.2% of the total household intends to avail housing. |
