In this light. the crafting of the ..j{RD framework of the Philippines should consider the need to have more adaptable human resources and institutions to keep pace with the fast developments in the region and the global marker. Hence, the role of government, public-private sector partnership, and the regulatory framework that will promote the development of adaptable human resources for domestic and overseas employment in the midst of globali:::ation were taken into account.
