It encourages the use of contraceptives, like condoms, birth-control pills. It aims to reduce the rapid increase in the Philippine population. Hence, preventing it from reaching a hundred million in five years as estimated by the Department of Health. This study highlights the most controversial issue of the bill: Making contraceptives readily available to everyone.
