This approach includes several participants: the government—the most powerful player—and Tel Aviv resident representatives, international human rights organizations, and Knesset members. Using networking and other legal means, these NGOs increase their power and put pressure on the government. The weakness of the Israeli authorities stems also from lack of clear governmental policy regarding the immigrant issue. The three NGOs in focus want human rights policy to be put into practice for the benefit of immigrants and foreign workers.
