The National Home Mortgage Finance Corporation (NHMFC) is a government corporation created in 1977 by virtue of Presidential Decree 1267. The Corporation’s mandate is to finance the acquisition of housing units through the development and operation of a secondary mortgage market. At present, the existing stand-alone payroll system is developed in Foxbase. It handles only the computation of salaries of its 217 employees. It lacks the loan monitoring, withholding tax annualization, processing of employees benefits and bonuses, processing of initial salary of newly-hired employees and for employees that went on leave for more than a month. The system needs a lot of manual intervention before they can proceed with the processing of their payroll. To eliminate the manual processing being done in the system, the study to enhance the payroll system of the NHMFC addressed the problems being encountered by the Human Resource Division. It aimed to develop a Windows based payroll system using the Visual Basic.Net. In addition to the regular payroll processing, the above problems were addressed by the proposed system, including the reportorial requirements of the NHMFC and the updating of the database.
