Summary:Development in the urban setting may be legitimized through the presence of a mass amount of development projects funded by the government, in the case of the National Capital Region or Metro Manila, this duty is fulfilled by the Metropolitan Manila Development Authority. This study was conducted to gain understanding and analysis of previous projects of the agency during the last term of Bayani Fernando from 2006 to 2009. The study focused on identifying the projects implemented at the time, thereafter ascertained their relevance and lastly, sought to find any conflicts between the MMDA and its component Local Government Units. Qualitative methods such as descriptive analysis and historical methods were used to analyze the characteristics of the projects delivered by the MMDA during the said years and to study the evolution, and development of the MMDA. The relevance of each project was measured against the seven mandates and its impact upon the development of Metro Manila. By this standard, almost all of the projects complied with the seven mandates, except one which was the Single ticketing system. Every mandate managed, in one way or another, affect the development of the Metro, however, the effectiveness of these projects were hampered by conflicts by the agency with the respective LGUs that comprise it as a whole. This study recommends that some projects under “Metro Gwapo” be sustained. Also the contention between authorities on development projects be legally resolved. Nevertheless, cooperation and transparency must be stressed to ensure that projects are implemented successfully.
