This paper will use it as a reference point on “Twin Cities”, namely Singapore and Hong Kong, to review their various considerations and strategies. Due to geographic location and development constraints, they had made different economic and trade investments approaches to China. Likewise, both cities had separately launched a flagship project with China which shows that they are well aware of the economic potential they can play in the initiative, such as financial services sector. Through the scope of "Twin Cities" Chinese and English newspaper articles, the paper will indicate that both political and business circles are actively responding to China's call, but as for the masses responses, it had painted a different picture. Paper will show that Singaporeans are relatively consistent with the government argument, while the Hong Kongese had presented their multifaceted political and economic concerns on it. Hence, analysis will show that during the course of interaction, both cities halted at the political and business level, shortcoming of involving in the integration of the social level and these highlightened their limitations and perspectives on the initiative.
