The theories employed here are, based on Engelbrecht's argument, winners and losers theory, cost benefit theory, and second order change theory. Each theory is examined, applied to the period of the Tet offensive in 1968 as a case, because in this period the U.S. began to consider terminating the war in Vietnam. As a conclusion, the cost benefit theory is the most applicable. The winners and losers theory and the second order change theory are just partially applicable. The analysis in the paper proved that the Johnson administration carefully calculated costs and benefits of the war in terms of military, political and economic factors.
