This strategy constitutes Singapore's efforts to secure its own economic security, in light of the failures of the international and regional institutions like the WTO and ASEAN to proceed with their respective trade liberalization agendas following the debacle at the WTO's 1999 Seattle Ministerial Conference and the socioeconomic fall-out from the 1997 Asian Financial Crisis.
