Summary:The concept of human security such as health security is one that has emerged recently as a major area of international relations. The main purpose of this paper is to address the question of whether it is possible to achieve some regulations and rules through international cooperation to deal with the human security issues. As the field of human security is a very broad area, the paper will focus on the health security by analyzing the case study of the SARS (severe acute respiratory syndrome) crisis in 2003.
