Japanese anti-piracy initiatives in Southeast Asia : policy formulation and the coastal state responses.

Explain the causal factors behind the Japanese anti-piracy initiatives and the Singaporean, Indonesian, and Malaysian responses to those proposals. States have been willing to cooperate, but only when the perceived benefits of cooperation outweigh the costs.
