Summary:The aims of this paper are twofold: firstly, to analyse the comprehensive measures within each constituent domain, their underlying aims and how they can strengthen Singapore's capability to combat the different layers of the terrorism threat, and secondly, to demonstrate that these measures are aligned with the comprehensive security and Total Defence concepts. In conclusion, this paper argues that the measures across the four domains significantly enhance Singapore's operational readiness to stay ahead of the evolving terrorism threat.
