It argues that the two key factors for Singapore’s fruitful participation in the BRI are the state’s leadership and the transnational network’s coordination. These are in turn linked with effective institutional mechanisms and smooth implementation of transnational networks. The Singapore experience demonstrates that by establishing well-coordinated domestic and transnational mechanisms and by placing its own national interests at the heart, a small country can effectively establish partnerships with China to achieve mutual benefits and win-win results, and at the same time playing an important role in the Belt and Road Initiative. The Singapore example and its success, therefore, have wider academic and policy ramifications for other countries in Southeast Asia and beyond.
