This article aims to research on the positive impacts and advantages of a “small-state” image, and critic on the emphasis of “small-state” cognitive. Through the definition of small states, combined with international, national and leader analytical framework, this paper discussed Singapore “small state” development. The three stages of development include a vulnerable small state, an influential “small state” and “small state” with leadership. When Singapore is no longer a vulnerable small state, the leaders continue to emphasize on the “small state” cognitive in the National Day Rally Speeches. Hence, the focus of the paper is on Sino-Singapore relationship with regard to Taiwan issue. Discussing on how Singapore portrayed a “small-state” image to China and its political significance on the following events; pre-establishment of Sino-Singapore diplomatic relations, the Taiwan issue the in establishment of Sino-Singapore diplomatic relations, Wang-Koo Singapore Meeting and Lee Hsien Loong’s visit to Taiwan incident. The “small-state” image is advantageous to both internal and the foreign relations; “small-state” image unifies the people and creates a common national identity, at the same time shapes “good citizen” responsibilities and establishes “good government” image. In the foreign relations, “small-state” image can be a diplomacy excuse, providing the country with a more flexible approach when handling difficult situations. By putting the blame on the vulnerabilities and limitations of “small state”, it can effectively change limitations to its advantage. This paper proposed a new research approach, which is, the analysis of “small-state” image’s positive impacts and advantages.
