Bush’s administration fall into two categories: those who believe the Sino-U.S. relationship has gradually improved; and those who believe it is still strained. This paper aims to review the traditional security-oriented approach through a non-traditional security analysis of the post-911 relationship. A non-traditional perspective gives rise to a new international cooperation framework which includes additional “non-traditional security” factors. Many scholars have overlooked Sino-U.S. non-traditional security cooperation, thus resulting in the two different schools of thought. After the 911 incident, the Sino-US relationship has developed into one of cooperation whilst remaining watchful of each other, leading to an increase in the exchange of non-traditional security. The paradox surrounding such exchanges is that there is not a fixed enemy to begin with, but as these exchanges progress, the increased friction leads to a perception of the other party as the enemy. Thus, forming a complex situation that of both friendly relationship and tension.
