候时间、增加双层巴士的频率等建议。跨选区的公共巴士服务不在一个选区议员的
管辖范围之内,因此议员难以对这些路线做出选民要的修改。这是官僚制带来的其
中一个后果。本文通过研究新加坡所有的公共巴士路线,来证明大选中的选区影响
公共巴士的服务质量。
Singapore’s public bus services have standardised fares. However, public bus services that predominantly serve resident citizens and voters are of higher quality as compared to public bus services that serve predominantly tourist attractions and industrial estates. One reason is because the quality of the public bus services serving residential estates will and has affected the number of votes the incumbent party (not candidate) will get in the next election. Residents can easily complain to their Member of Parliament (MP) about a bus service in their constituencies. The MP has a substantial amount of power to improve the service quality of a public bus service in his or her own constituency, but has limited power to do the same for public bus services that serve other constituencies too. This is an inevitable outcome of bureaucracy, where responsibility is clearly divided among bureaucrats. Matters that need the cooperation of more than one bureaucrat is most likely to result in lower efficiency and responsibility pushing among the bureaucrats concerned. |
