Summary:Academic achievement continues to be the foundation of Singapore's meritocracy in our educational system, and Singapore has excelled in this area. Based on evaluations of 15-year-olds' reading, math, and science skills, it is placed number one in the OECD's 2018 Programme for International Student Assessment [1]. To develop a flexible and holistic educational system in Singapore, the Ministry of Education (MOE) developed the Direct School Admission (DSA) plan in 2004 [2]. The program allows educational institutions more freedom to choose and enrol students after conducting a thorough evaluation of both their academic and extracurricular abilities. As a result, students are pressured to excel not only in their studies but also their co-curricular activities. This leads to a rising demand, not only in tuition but also other forms of enrichment classes or talent development. The rapid advancement of technology has significantly impacted the educational landscape, creating a demand for more accessible, efficient, and personalized learning experiences. In response to this demand, we have developed an innovative smartphone application using the Flutter framework that seamlessly connects parents and tutors, facilitating a comprehensive and engaging learning environment for students. Leveraging the cross-platform capabilities of Flutter [3], the application offers an intuitive and user-friendly interface, compatible with both Android and iOS devices. The app's core features include a robust tutor search and filtering system, allowing parents to identify the most suitable tutor based on subject expertise, experience, ratings, and location. Additionally, the app provides a secure and versatile communication platform, supporting text and audio interactions. To ensure the safety and trustworthiness of tutors, this application incorporates a rigorous verification process, which includes background checks, identity verification, and qualification validation. This paper will discuss the Business Plan and System Requirements Specifications of Center Potential, a mobile application that offers a convenient and efficient solution for connecting parents and tutors, fostering a collaborative learning environment and empowering students to reach their full potential.
