Today, streaming technologies have played a significance role in providing media contents on the Internet and will likely be the same for the wireless devices. However, there are some barriers like image quality, rich content, long downloading time and device support which might prevent mobile consumers from adopting mobile video services. As such, a good transcoding mechanism might be considered to make the content more adaptive to the capabilities of both the client devices and diverse networks. Although there exist many good researched transcoding algorithms and media access techniques, they have yet to be implemented in mobile media applications. An example of such application would be a Real Time Streaming Protocol (RTSP) video streaming server for mobile devices. Unfortunately, in the market, there are still no open-source codes of RTSP video streaming server for mobile devices. Hence, there is a need to develop a Real-time Transport Protocol (RTP) -based video streaming server that can handle varies video formats before implementing a RTSP video streaming server with more robust features. The objective of this project is to develop a RTP-based video streaming server for mobile devices that is capable of streaming MPEG-1/2 video. This project will lay a good foundation for future development in providing better mobile media access experiences for consumers in terms of conveniences, portability, and immediacy from varies possible convergence of devices, systems and technologies. This project will also serve good educational purposes as an open-source reference for researchers and developers who are keen on implementing video streaming applications with their own researched mobile media access techniques and transcoding algorithms. Hence, a Mobile Device Platform RTP-based video streaming server that is capable of streaming MPEG-1/2 video to a desktop or mobile device client is being developed. The results show that the video data for MPEG-1 and MPEG-2 are sliced and packetized correctly. At the same time, the quality of the streamed video is relatively good as well.
