Assessing the effectiveness of anti-piracy measures in Southeast Asia

Purpose –This research paper examines the current situation of piracy and armed robbery (PAR), focusing on the effectiveness of anti-piracy measures including international law frameworks, regional anti-piracy measures and shipboard measures in Southeast Asia (SEA). Design/methodology/approach – Interviews were used to gather the opinions of experts from the academia, media, shipping companies and anti-piracy organisations about the situation and anti-piracy measures in the region. Cross-referencing with existing research is another methodological approach that was used in this paper to support the interview results. Findings –The results summarize the improving situation in SEA but brought up the concern of sophisticated piracy manifesting in the region. The results also highlight the successes achieved in recent years, such as enhanced information sharing, collaborations and proactive actions by littoral states while revealing the persistent challenges that undermine anti-piracy efforts such as maritime disputes, prosecution procedures and the critical role of shipping companies and their crew in safeguarding vessels. Originality/value – Through this study, a correlation has been established between piracy activity and the economic cycle with a lag time of 1 to 2 years. Based on the findings, the onset of piracy can be predicted based on the economic outlook, thus having providing sufficient time for governments and policy-makers take preventive measures. The paper also emphasizes the need for a holistic approach to maritime security by encompassing other maritime security threats, revising international law frameworks for the prosecution of perpetrators and utilizing technology to aid in combating piracy. While acknowledging that piracy remains a perennial issue, the paper concludes with optimism, highlighting the efficiency of regional anti-piracy measures and the potential for continued success through the role of shipping companies and their crew.
