The change is rapid and emerging with more complex and network integrated system-of-systems. These emerging systems-of-systems are found globally and have shown characteristics of being large scaled, has inter-operable, independent and self-organising. The difficulty is in understanding the complexity and in need of a framework to help in the complex evolution and adoptive development to meet changing needs. The objective of this report is to envelop a better understanding in these by proposing an enhanced framework on system of systems, its characteristics and performance. The proposed framework is validated through a in-depth case study of the Singapore’s land transportation systems. Publications have shown the significance in the study of SoS on achieving better performance in infrastructure development and higher economy returns. This report attempts to first break down the issue with SoS in to key terms used to characterise this problem followed by structuring a framework from a collection of relevant SoS concepts on land transportations. Studies have shown that the various characteristics of SoS can be divided into traits and attributes each serving a distinct purpose to the categorising of SoS framework. Subsequently these findings were validated through the cases of mapping the successful land transport infrastructure development in Singapore. Finally the conclusion shows the higher degree of SoS structure has a large correlation to the performance on the land transportation system. Future work such as, inter connected interdependent SoS the national transport system level should be done. Multiple system evaluation could also be done to give a comprehensive evaluation at different levels if an integrated national system.
