The Reformasi in Indonesia has resulted in the separation of the Police from the Indonesia Armed Forces. This separation was followed by series of informal competitions between both institutions. They mode made significant organizational changes to enable them to improve their performances in gaining community respect. However, the competition between both organizations had led to number of conflicts between their personnel that have resulted in high number of casualties. Majority of the conflicts were between Indonesia Armed Forces and the Mobile Brigade assigned as a special unit within the Indonesia National Police. The Mobile Brigade is a paramilitary unit indie the Indonesian National Police that has a specialized task making it different compared to general police task. Different from other police units, the Mobile Brigade has almost similar tasks with the military. The Mobile Brigade took part in the independence war, using military strategy, similar to combatant units. The Mobile Brigade also took part in quelling many separatist insurgencies in Indonesia. Due to its unique role, the reform agenda of the Mobile Brigade faced different predicaments compare to those of other police units. This dissertation states that the main predicament to reform the Mobile Brigade lies in its organizational culture. The four components of this organizational culture which are value, role, organizational structure, sector reform. In this dissertation, cultural transformation is seen as the key agenda needed to reform the Mobile Brigade. Cultural transformation of the Mobile Brigade is the strategic approach needed to be implemented to shift the character of a militarized Mobile Brigade into a civilian and democratic one.
