The central focus of this dissertation is on the evaluation of proposals and the competitive tendering and negotiation process that private promoters have to undergo before they could win an infrastructure or industrial project that is let under the Build-Operate-Transfer (BOT) concept by governments. Under the BOT concept, a concession is granted by the government for the finance, design, construction and operation of a piece of infrastructure for a fixed concession period and at the end of which the facility is to be transferred free of charge to the government.
