Summary:The study analyzed whether Singapore's health care and Information Communication Technology (ICT) policies were positioned towards direcdting the use of ICT in public health care, and examined the results of these policies during an eleven year period from 1994 to 2004. Situating itself within a framework of structuration and diffusion of innovation theory, the study investigated the dynamics between policies and the stakeholders affected by the policies in order to deepen the understanding of the implementation process of these policies.
