In the interconnected heterogeneous networks, the quality of service (QoS) issue needs to be resolved for different classes of traffic as the performance criteria differ widely from low speed, less reliable cellular systems to high-speed ATM networks. A resource allocation scheme that can facilitate efficient network utilization and is fair to all types of traffic is thus required.
