This paper examines the puzzle behind the prolonged delay of the Iran-Pakistan-India (IPI) pipeline project. The IPI pipeline project promises significant energy security, economic and geopolitical benefits for each participant. Despite the considerable mutual benefits, it remains a puzzle why the IPI pipeline project has been excessively delayed. This paper reviews each of the tri-party's energy scenario and policy on the IPI pipeline project. It explores the energy security, economic and geopolitical motivations behind each stakeholder's participation in the IPI project. The paper examines how the pipeline acts as a form of energy security and effectively resolves the future energy needs of Pakistan and India. It reviews the mutual immense economic benefits to be gained for the tri-parties involved. The geopolitical benefits for Iran and Pakistan are analysed.
