Attracting Foreign Direct Investment (FD1) has been one of the most noteworthy features of India's economic reform and opening up to the outside world. For the past two decades, India has liberalized its FDI policy regime, reduced restrictions and barriers to FDI, and improved the overall investment environment. This has been accompanied by an increase in competition amongst the states within the country to attract FDI resulting in higher investment incentives offered by the host governments and removal of restrictions on operations of foreign firms in their respective regions. However, evidence indicates that FDI is concentrated in a few regions, creating broad inter-state disparities. This paper primarily seeks to analyse the reason for the puzzle as to why one state in India attracts more FDI than the other.
