The ASEAN Regional Forum (ARF), inaugurated in July 1994, was the premier multilateral institution in the Asia-Pacific region that was contrived to address regional security cooperation at an eminent level, and amongst a respectable participation that involved all the great powers in the contemporary international system. Gleaning from western-inspired security institutionalism, some have portended the ARF to be ineffective, being informed by arguments such as the peril of having "the weak to lead the strong", a "talk shop" that would at best be a "valuable adjunct" to great power politics, an ARF that lacked "institutional clout", and an "ASEAN writ large" concept that would not work in the wider Asia-Pacific region.
