Intelligence in Indonesia has always been painted with internal rivalry between civil and military group. Therefore, Indonesian intelligence was unable to be self-critical and conduct internal reform on its own. More attention was given to surveillance of their own people rather than to external threat. This could be a manifestation of the lack of skill among the intelligence agents, and arising from minimal infrastructure support to function effectively by taking advantage of the revolution in sophisticated technology. Besides, too many privileges that had been had during authoritarian regime in the past made them reluctant to accept wholeheartedly the democratic efforts to intelligence reform.
