This paper examines Southeast Asian international relations within the framework of the English School. An argument is made that Southeast Asian states constitute an international society based on common interests, and maintained by adherence to common rules and participation in shared institutions. Southeast Asian international society has historically been based on states' participation in the three institutions of diplomacy, balance of power and great power management and the rejection of the institutions of international law and war. The Association of Southeast Asian Nations (ASEAN) is thus a reflection of this regional international society, and states' behaviour is guided by the rules of Southeast Asian international society, or what is more commonly known as the 'ASEAN way'. However, the post-Cold War environment has seen a challenge to the institutions of diplomacy, the balance of power and great power management, and attempts to introduce the institution of international law to regional international society.
