This study is concerned principally with comparing strategic approach between India and Israel in countering the terrorist activities. These two countries are most suitable for comparative analysis as the waves of terrorism have been prevalent in both societies for many years now. Further, each country has adopted significantly different approaches to the problem; Indian counter terrorism strategy is soft when compared to the hardliner approach of Israel. The objective of this paper is to evaluate the reasons for this divergence of counter terrorism strategies. Identifying culture, politics, geography and military technology as the rationale, this paper aims to analyze the soft nature of Indian counter terrorism strategy when compared to Israel. First, the counter terrorism strategies of both the countries are examined. Later this study compares the role of the reasons identified above between India and Israel. In conclusion, this paper argues that the most pronounced discrepancies between the two countries are to be found in the dynamics of the counter terrorism strategies.
