This paper revisits the counter terror efforts in the Philippines during the Hukbalahap insurrection and in Peru during the Shining Path insurgency. This cross-section of widespread examples allows us to observe the similarities of these conflicts regardless of society, time and geographical location. The examples provide us with some evidence that the past still holds some of the answers for today in countering the terrorism of Al Qaeda, Jemaah Islamiyah and its global franchise partners.
