Iran's insistence on its right to pursue nuclear technology and its support for anti-Israeli non-state actors have been frequently interpreted as a reflection of Iran's expansionist revisionist agenda. Arguing against this interpretation, this dissertation posits that Iran's foreign policy is a reflection of the domestic balance of power between the reformists and the conservatives as well as Iran's distinct political culture that is fixated on independence against imperialism. Comparing the perspectives of the reformists and the conservatives on these two foreign policy issues, it points out that despite a very different foreign policy strategy between the two political tendencies, Iran's foreign policy on these two issues have been characterized more by continuity than change, highlighting the fact that political contestations between reformists and conservatives must ultimately accord with Iranian political culture.
