The increased frequency and wider mandate of UN humanitarian interventions in the post- Cold War era showcases both the greater salience and resort to such activity in international affairs. The scope, effectiveness and sustainability of such multilateral action is nevertheless circumscribed by the depth of normative common interest, a function of the "thickness" and nature of the shared norms. The English School or international society approach is well-suited to studying post-Cold War UN interventions because it combines an acceptance of the state-centric bias inherent in the UN system with sensitivity to the impact of norms on state behaviour in terms of identifying common interest and acting upon it. Better still, the English School is able to capture progressive potential in such state behaviour by measuring it along a pluralist-solidarist spectrum. Embracing the tension between the minimalist pluralist position and the solidarist ideal allows for a more holistic, non-static/protean understanding of state behaviour as opposed to the reductionism of one-dimensional intellectual paradigms.
