Japan has the presence and capacity to affect regional and global elements of economics, politics and security, thus it is crucial to understand what informs the Japanese understanding of world politics, especially since such an understanding would influence how Japan deals with its domestic as well as foreign affairs. Arguably, as Japanese state behavior would suggest, the underlying perceptions the Japanese have towards world politics is informed by a neorealist view of a systemic force at play in the anarchic international system. Kenneth Waltz would contend that structural explanations are enough to explain any neorealist behavior on the part of the Japanese. However this paper argues that on top of structural explanations, the Japanese exhibit neorealist behavior on the world politics stage due to their political culture.
