The terrorist attacks of 9/11 presented a sea change in the strategic landscape of the world, reshaping how the United States views and engages its security concerns. Since 9/11 the United States has actively engaged Southeast Asia under the umbrella of counterterrorism, dubbing the region as the 'second front' in its global war on terror.1 This engagement has been welcomed by many Southeast Asian leaders who are concerned with China's growing power and are skeptical of its proclaimed 'Peaceful Rise'.2 China on the other hand is concerned that US counterterrorism policies in Southeast Asia are really a pretext for an increase in defense and security ties throughout the region.3 This dissertation examines how US counterterrorism policies have impacted the trilateral strategic landscape of the US, China and the countries of Southeast Asia. In regard to Southeast Asia, this paper will focus on the countries of Indonesia and the Philippines.
