Higher education has been playing a critical role in nurturing talents and booming economical development. In China, non-government higher education has been integrated into the system of higher education, contributing significantly to the tertiary curricula reform, graduates employment and entrepreneurship start-up. Based on the analysis of the development incentive, track and social effect incurred of private higher education in and beyond China, the thesis puts forth the experience, current situations and dilemma Chinese non-governmental tertiary education has been undergoing. The article, inspired by the mutual development mechanism between economy and higher education, coupled with the analysis of SWOT of Chinese non-governmental tertiary education, explores its development strategy. Priorities should be given to the sustainable blueprint making strategically at national level, marked by Chinese Characteristics, such as University Town or University Town Special Zone. Meanwhile demand-oriented investment mechanism should be formed as market requires, as well as the orientation of education institutions and planning of courses. With flexibility and without restrictions is what non-governmental tertiary institutions really needs.
