This study is to design and group the specialist outpatient clinics located at restructured hospitals. Designing the outpatient clinics is done by exploring three clinic models which serve subsidized and nonsubsidized patients separately in terms of location or time. The main purpose is to serve subsidized and nonsubsidized patients separately. Grouping involves cateogorising the specialist clinics in terms of their similarity in demand of resources. Demand of resources is studied in terms of the importance of 1) expert skills, 2) huge administrative manpower, 3) provision of qualified clinical service, 4) cost of investment for implementation, 5) spacious working area, 6) efficient time management and 7) highly advanced equipment. However, in order not to lose focus, grouping is performed to the top ten specialist clinics which have top ten highest number of visits by nonsubsidized patients only.
