当前，中国社会正处在社会转型的关键时期，也是群体性事件的高发期。新旧体制的变动必然造成利益分配格局的巨大变化，社会不满情绪的积累很容易使具体纠纷迅速演变成针对国家机关的群体事件。西部地区人口多、经济发展滞后、片面追求发展速度和GDP，使这里成为群体性事件的多发地。如何积极预防和有效处置群体性事件，维护社会和谐稳定,是西部地区各级领导干部亟待破解的现实难题。 At present, the Chinese society is in a critical period of social transformation, but also the high mass of the event. Changes in new and old systems will inevitably lead to great changes in the pattern of distribution of interests, the accumulation of social discontent is very easy to make specific disputes quickly evolved into a group event for the state organs. Western population, economic development lags behind, one-sided pursuit of growth and GDP, making it a community event with multiple places. How to actively prevent and effectively handle mass incidents, maintain social harmony and stability in the western region of leading cadres at all levels, the practical problem must be tackled.
