The agricultural development of China at present is determined mainly by two factors: the base of The Household Contract Responsibility System (THORS) and the market oriented reform. Thus the inevitable and fundamental issue of China' s agricultural development is how to organize the peasants to walk up to the road of market on the basis of THORS. After China' s rural reform, the second cooperation tide that is the rise of the organization of economic specialty cooperation in China appears with the constant development of agricultural specialization and commercialization, particularly in the process of agricultural industrialization.
