This paper gives a detailed description of the project on the development of data management and dissemination system via the Internet. After describing the motivations and listing out the deliveries, the paper documents on the system’s design and implementation processes with careful explanations on its design rationales and methodologies. The documentation frequent utilizes of the concept of CMS (Content Management System), for the reason that the website has been built on the basis of the open-source CMS system called Joomla. Nevertheless, much more modules were added and illustrated in this paper, serving the important purpose of the project – to build a system with efficiency, stability, usability and maintainability. At the end of the paper, conclusion and relevant recommendations of the project are given for possible further improvements.
