Video conferencing systems have been frequently used as a means of communication with the advancement of multimedia applications and network technologies. A typical video conferencing session involves two parties geographically interspersed sharing real-time video data. Due to the heterogeneity of the networks and no optimal QoS specifications available, quality of video over low bandwidth networks has become an expressive concern and a huge area of research interest. Multimedia in the compressed domain has achieved success by keeping the objective quality of the original video and by removing redundancies irrelevant to the perception of the Human Visual system. But although many visual quality metrics like PSNR, MOS, SSIM, etc estimate the objective quality but subjective quality estimation is still varied. The subjective quality has always been determined by the region of interest. A moving action is more sensitive to the human eye than a static background or picture. Hence a subjective quantization scheme has been proposed to achieve the perceptual quality of the scene, based on the activity region of interest.
