This dissertation studies an application software make or buy scenario involving a locally-owned, leading third-party logistics (3PL) services provider's decision to replace its legacy transportation management system (TMS). Following a nine month evaluation, the company finally adopted a software outsourcing solution over alternative in-sourcing and package acquisition approaches in late 2004. The indications in the four months since are that it has been a practical decision.
