This thesis seeks to explain why a decentralized political system, seen as a critical factor to consolidate democracy, had the unintended consequences of weakening the institutionalization of a political party. Using the case of the Golkar Party in Indonesia's age of direct local elections (post 2005), this thesis argues that a decentralized political system weakens party institutionalization—as measured by its internal systemness, decisional autonomy, value infusion and public reification—because: first, it generates more tension between party elites at the national and local level, especially over candidates' nomination for local elections; and second, it allows, and even encourages, individual politicians to "personalize the votes" in local elections, while reducing the importance of party labels and organization. This thesis seeks to contribute to the "structure-agency" debate within the large literature on democratic consolidation and further advances the systematic study of Indonesian political parties and regional autonomy.
