The paper tries to explain why Singapore has not developed into a liberal democracy and an extensive welfare state despite having a highly developed capitalist economy. The argument of the paper is that this is due to the British institutional heritage, as the framework left in place by the British both facilitated a move towards as well as the consolidation of restricted democracy. This is due to two factors, firstly the rapid expansion of suffrage on a pre-industrial society, and secondly the majoritarian electoral system. The development of a restricted democracy further limited the growth of social policy and the development of an extensive welfare state. Theories by Rueschmeyer et al (1993), Lijphart (2008) and Huber et al (2001) are used to structure the arguments. The analysis confirms parts of the argument of capitalist development, and almost fully the effect of electoral systems on democracy as well as limited democracy on the effect on social policy.
