Summary:Spinning reserve (SR) is an important resource which can safeguard power systems without involuntary load shedding. Increasing the SR requirement can reduce the probability and severity of loss of load. However providing SR has a cost. So the SR requirement needs to be assigned appropriately. A multi-step method is proposed to estimate SR in a large traditional power system. The expected energy not supplied (EENS) is modeled as a piecewise linear function of system spinning reserve. Then the nonlinear and combinatorial natures are extracted from the model and the computation efficiency is greatly improved. A modified multi-step method is proposed to estimate SR in microgrids. EENS is classified by outage orders. EENS caused by first order outage events is calculated directly using unit commitment variables. EENS caused by high order outage events is modeled as piecewise linear function and captured step by step. Then the computation efficiency is greatly improved.
