Singapore’s Ministry of Manpower has set a target to achieve the best safety records by 2018. In order to achieve the WSH 2018 goals, the author proposes that a new dimension of risks evolving from the cognitive and emotional factors of workers should also be encompassed in the Work Safety and Health (WSH) Act.Henceforth, the purpose of this study is to propose an approach into identifying cognitive and emotional factors in workplace safety. The aim is to create an approach to allow for the Ministry and its stakeholders; to understand the factors of concern to their workers, which has been proven to have an indirect link to safe practices and behaviours at worksites. Extensive research has been conducted to gain insights of workplace safety and health strategies, risk management tools, cognition and emotion affecting thinking, behaviour and workplace safety design process.
