随着社会多元化结构的进一步深入和社会利益格局的进一步调整，由此引发的社会矛盾和冲突不断增加，影响社会稳定的不安定因素时有发生。再加上当前犯罪越来越呈现出隐蔽性、高科技性、复杂性、广泛性和高发性等特点，仅靠警察自身的力量解决以上的问题已经越来越显得力不从心。此外，由于经济社会发展，人民生活水平逐步提升，社会视角更多地从物质领域专向精神世界，人们更加重视内心感受和安全、自尊等内在诉求，特别是中国目前已居“世界第二大经济体”地位，关注民生福祉、提升幸福指数也渐渐成为政府的施政目标。“十八大”召开在即，“新浪新闻中心十八大特别报道”栏目刊出——《全国至少18个省市区将幸福列为施政目标》：“幸福”正成为诸多地方的施政目标。据不完全统计显示，全国至少18个省（市、区）明确提出了“幸福”的概念，2011年数据则显示，已有100多个城市提出建设“幸福城市”。而一个幸福社会的构建离不开良好的治安环境，所以改善社会治安状况刻不容缓。良好的社会治安环境深深影响着民众的幸福感受。因而，开展社区警务对提高民众幸福感具有重要的现实意义。 With the further deepening of the structure of social pluralism and social interests of the further adjustment of the pattern, caused increasing social contradictions and conflicts, unstable factors affecting social stability.
